Those are very common in Galicia
I once saw one in a Nacional route just riding the shoulder.

Yes, it’s what the French (who buy them in some number) call a voiture sans permis. In France, Germany and some other places if the vehicle is limited to 45 kmh, 6 kW and an empty weight of 425 kg it can be driven without a licence. Their main market, at least in France, is those deprived of their licence for drink driving.
Interestingly Aixam are owned by Polaris.

It’s the same in the Netherlands. So those who have lost their license due to driving drunk can’t drive these either.
They’re mostly driven by either those who don’t have a car drivers license (yet) or the elderly.

I’ve seen a vsp at close quarters. The thought of 45 kmh in one is alarming enough....
